The Customer Service Department provides the City of Stuart residents with helpful, friendly service on primarily utility and sanitation related issues, but will be happy to assist with all City related needs.To establish a new water account, the following information is needed:
- Application to include customer's full name and service address
- $34 service set up fee
- Deposit - based on services City provides at service address
- Picture ID
- If property owner, ownership record such as warranty deed, settlement statement, or Martin County Tax Bill
- If renting, copy of lease agreement
To open an account or obtain information about a current account, contact the Customer Service Department or go to the Utility Counter located on the first floor at City Hall.

Payment Options
Cash, check or money order may be made payable to City of Stuart. Visa, MasterCard, American Express and Discover cards are all accepted and may be used at City Hall or by phone during regular business hours.
ACH Direct Debit Payment Form - Automatic Debits from your checking account are also available. A signed authorization agreement and voided check are required.
Drop Box - A utility payment drop box is available located at the driveway in front of City Hall.
Two new convenient ways to pay your utility bill - The City is pleased to offer two new convenient services for payment of utility bills. The new systems allow for account balance information and payment by credit card over the telephone or via the Internet, 24 hours-a-day, 7 days a week.
To access the touchtone telephone interface, call (772) 287-5911 and follow the prompts for Utility Billing. To access the system you will need your utility account number and a 4-digit PIN number which you will need to setup with Customer Service at (772) 288-5318. The utility account number is printed on your bill with the format of 00-0000-00. When using the telephone interface, ignore the dashes in the account number and enter only the 8 digits in sequence, after which you will be prompted to enter the 4-digit PIN.

Upon your first visit, you will need to activate your account for online access.
Click the "activate your account here" link,
then select "Utility Bill" from the"Select Account Type" drop-down box.
On the next screen you will need to enter your Account Number in the format of 00-0000-00 (including the dashes), the Customer Address and Customer Name "exactly" as printed on the bottom of your bill.
Customer Requested Turn-on and Turn-off
Service turn-on or turn-off requests are available with same day service if received by 2pm.
Delinquent Accounts
Accounts are considered past due if not paid within 30 days of the billing date and are subject to late fees and service disconnection.If payment is not received between 31 to 45 days, a 1.5% penalty of the total bill amount will be added. Disconnection of service takes place on the 46th day past due. If disconnected for non-payment, the account is subject to a $34 re-connection fee and a double deposit fee.
Water Sewer Rates
Water Sewer RatesIn accordance with the City’s fiscal policy, the City is to conduct a water and sewer rate study every three to five years. The most recent water and rate study was performed in 2012 and approved by the Stuart City Commission by City of Stuart Resolution 84-2012 which identified rate adjustments through 2017. These new rates are structured to encourage water conservation where those consumers using the least amount of water would pay the lowest rate and conversely, those who use the most, would pay a higher rate.
Effective October 1st of each year, the water and sewer rates identified in the water and sewer rate study are adopted as a part of the City’s overall budget process. City of Stuart Resolution 84-2012 adopted the new water and sewer rates for Fiscal Year 2012-2013 (FY2013).
The new rates for water have a cumulative 3.6% increase while the new rates for sewer also have a cumulative 3.6% increase.
Sanitation Rates
Residential and Commercial Sanitation RatesIn accordance with the City’s fiscal policy, the City is to conduct a sanitation rate study every three to five years. The most recent sanitation rate study, performed in 2012, was approved by the Stuart City Commission by City of Stuart Ordinance 2016-05.
Effective October 1st of each year the sanitation rates are adopted as a part of the City’s overall budget process. City of Stuart Resolution 84-2012 adopted the sanitation rates for Fiscal Year 2012-2013 (FY2013).
There was a 2.41% rate increase adjustment in FY2013.
Stormwater Rates
Stormwater RatesEffective October 1st of each year, the stormwater rates are adopted as a part of the City’s overall budget process. City of Stuart Resolution 84-2012 adopted the stormwater rates for Fiscal Year 2012-2013 (FY2013).
There was a 2.41% rate increase adjustment in FY2013.
The adopted rates are as follows:
